2nd Draft of Referendum Released
The July 1 Board of Commissioners meeting included continued discussion on the proposed land preservation referendum for Upper Allen Township. Commissioners reviewed draft ordinance language, possible funding options, and a potential 50/50 split between Earned Income Tax and property tax. The Board also discussed the overall revenue goal and requested updated language for further public review.

The Upper Allen Township Board of Commissioners voted on June 17, 2026, to continue the referendum process regarding farmland and open space preservation.
During the meeting, it was announced that Natural Lands has withdrawn from the process, citing concerns that it believed the timeline was moving too quickly. Natural Lands had been identified as the organization assisting with referendum development, including ballot language support, public education materials, community outreach, and public meetings.

Representatives from Silver Spring Township shared their experience with a similar preservation effort completed in 2013, explaining how a volunteer committee of 12 residents helped guide that process. Discussion also included whether Township staff could manage the referendum process internally. Commissioner Karen Overly Smith noted that Township staff are currently balancing numerous responsibilities and ongoing projects.

If the referendum ultimately appears on the ballot, the outcome will be determined by the voters who participate in the election. If approved, the proposed Earned Income Tax increase would apply to approximately 7,263 Upper Allen Township Earned Income Tax contributors through payroll withholding and earned income tax collections. The next public meeting is scheduled for June 22, 2026, at 6:30 p.m. at the Township Building. Township officials indicated that the Solicitor is working to have Natural Lands present information regarding any research, findings, or work completed prior to its withdrawal from the process.

Upper Allen Township has received two consultant proposals related to a possible open space referendum. Based on the documents reviewed, the proposals appear to work together as part of one larger process: Natural Lands appears to provide the formal referendum-planning framework. Grow Conservation appears to provide the public-input and stakeholder - engagement layer.
Natural Lands would assist with ordinance and ballot language, financial analysis, public education materials, public meetings, a conservation opportunities map, and slide decks. Grow Conservation would assist by organizing focus groups and an online survey to gather resident and stakeholder input that could inform those Natural Lands materials.
